O.com live from NPR News. In Washington, I'm Dan Ronan. The federal government is partially shut down this after Congress failed to fully fund it. House Speaker Mike Johnson, though, says he expects the shutdown to end this. NPR's Luke Garrett reports.

A massive spending bill that would fund a large swath of the government passed the Senate Friday. The bill now heads to the House where some Republicans are raising concerns over the limited two week funding for the Department of Homeland Security. Speaker Mike Johnson of Louisiana tells FOX News President Trump negotiated this funding bill and he expects the GOP controlled House to send it to Trump's desk.

Millions of people from Georgia to Virginia are digging out after a powerful winter storm blanketed parts of the Southeast with more than a foot of snow in some areas. Nick Delacanal with member station WFAE in Charlotte told howis the region is coping with this much snow.

Keep in mind, this is a region that isn't used to this much snow and the roads really did become dangerous. We saw an incident just outside Charlotte where a tractor trailer got stuck on some train tracks and was hit by a train. Officials say no one was injured. Also, the National Guard was deployed after a wreck shut down I85 north of Charlotte, stranding about 100 vehicles. All told, North Carolina officials reported 750 collisions yesterday, even as they urged drivers to stay off the roads unless it's an emergency.

Overnight, low temperatures in Florida reached the mid-20s, the coldest there in 90 years. A Russian drone attack on a Ukrainian energy company boss has killed at least 12 people and injured 16 additional. Many of the dead were coal miners returning from their shifts. NPR's Joetta Kassis reports from Kharkiv that the attack came just hours after Ukraine's president said talks to end the war continue.

The coal miners worked for Detec, Ukraine's largest private energy company. Detec spokesman Pavlo Bilodad told NPR that this is the deadliest attack on the company's workers since Russia's full scale invasion began nearly four years ago. Writing on social media, Ukraine's energy minister Denish Michal called it, quote, a cynical and targeted attack on energy workers in another part of south central Ukraine, at least six people were injured after a Russian attack on a maternity hospital in the city of Zaporizhzhia. Meanwhile, Trump administration envoy Steve Witkoff said this weekend that talks with Russia have been, quote, productive. Joanna Kakissis, NPR News, Kyiv.

At 22, world number one, Carlos Alcaraz is the youngest player to win all four Grand Slam titles in Melbourne. It took just over three hours for the Spaniard to defeat Novak Djokovic of Serbia, who is 16 years his senior to 662-6375. Alcaraz paid tribute to his team.

Democrat Christian Menefee easily won a special election Saturday to win a congressional seat in Texas. He will assume the seat held by the late Houston Congressman Sylvester Turner, who died nearly 11 months ago. The win means Republican controlled by the House will narrow to 218 Republicans, 214 Democrats. There are also three vacant seats in Congress. Special elections will be held later this year to fill them. The 68th Grammy Awards are tonight in Los Angeles, where the music industry will present their awards to the best composers, the artist in the compositions from the past year. Bad Bunny, Lady Gaga and Kendrick Lamar are competing for the album the year. The show will be on cbs. I'm Dan Ronan, NPR News, in Washington.
